Joseph Daval, J.D.
C. Joseph Ross Daval is a postdoctoral research fellow with PORTAL. His work has appeared in JAMA, the New England Journal of Medicine, and Health Affairs, and examines how prescription drug policy is shaped by federal laws and regulations, covering topics such as FDA’s use of advisory committees, misconduct in the pharmaceutical industry, and Medicare’s authority to shape drug coverage.
In law reviews, his publications include a qualitative interview study with former government attorneys on how FDA and the Department of Justice coordinate to enforce prescription drug laws (Washington University Law Review), an empirical review of Chevron deference at the FDA (co-author, forthcoming, Food & Drug Law Journal), and an administrative history of the public charge exclusion in immigration law (Yale Law Journal).
Joseph received a J.D. from Yale Law School, where he served as an editor on the Yale Law Journal, and a co-director of the HAVEN Medical-Legal Partnership, which connected uninsured New Haven residents with legal assistance. He has held summer positions at the National Immigration Law Center and the Chambers of the President of the Supreme Court of Israel.
